Got the copy I have off a CDROM. Walnut Creek Simtel 10/93 collection. 
Anyway, try ftp.uu.net, wuarchive.wustl.edu, ftp.funet.fi etc. The 
directory at ftp.uu.net should be /system/msdos/simtel/cad. The files are 
padslib.zip, padslog.zip, padspcb.zip. Dunno what the versions are.
