I purchased the Lattice intro kit to meet a 
definite need and was able to turn out a program 
and sample device that met my customers needs with 
a couple evenings work.  I did have to build a 
small PC board and buy an expensive ZIF socket in 
order to develop and check out my work.  

I think that it is entirely reasonable to develop 
software on the target device.
