My thought was to run the electric water pump in an analog mode, not in
a digital mode. Using a pulse width modulation of the power going to the
pump you can go from 100% down to probably 5% before the pump stalls. PWM
gives the full 12V power to the pump, just for shorter and shorter amounts
of time.
