Walter, "Machine Design" is a trade publication, and is generally only
sent to people with a business address.  And, I suspect, its circulation
is probably limited to free mailings in the US.  They probably have paid
subscriptions for outside the US, but likely still to a business
address.  
If you are just looking for an occasional read, why not try calling your
area libraries to see if they include it in their periodicals?
