The difference between the two setup in the plenum chamber setup has 
steady state vaccumm, whereas the DCOE setup does not.

The plenum chamber setup therefore give me lots of (unintentional) 
EGR, whereas the DCOE doesn't.

BTW the plenum chamber is large enough (6 litres) to damp ANYTHING.
