Might have something to do with the rev range that car diesel engines are
designed to have useful torque over.

Those big industrial engines make truly impressive torque largely by having
much different stroke to bore ratio, as well as large displacement. This
makes the impressive torque, but limits revs down to low levels. And having
this really big stroke means having really big blocks. Heavy blocks. Fairly
hard to justify carting around a tonne of block to double or triple
available torque and limit available revs into the bargain as well.

Imagine driving a car which peaks at 1500 or 2000 revs or less? Might go
flat out all day but it would be a pain to drive...And rebuilds every 25000
to 50000 hrs would annoy the hell out of me. (I'm not sure of the rebuild
hours for truck engines, but I know fixed Cats are in this range or near it...)
