Are you going to set fuel pressure based manifold MAF or MAP?  If so are you 
intending to control this from the computer?  Are you going to need a fuel 
pressure sensor as an input to the control algorithm?  me

Does this regulator maintain a setpoint pressure, or is it only a valve.
If it is a real regulator, I don't thing you need the expense of a PID
controller, just a variable duty-cycle oscillator, maybe a 555 circuit.
Either you or an electrical buddy could make one relatively easy.
