Perhaps using more pickups might be an answer.
Instead of the 4 mentioned used to clock a PLLed oscillator, why not use
many more sensors or triggers...maybe an optical pickup with a 180 or 360
segmented disk? You could mount the transmitter - receiver side by side and
have a segmented reflective band on the crank..Then you could make up a
counter circuit to give the intervals you need.
That way you would have a fine "clock" of the crank position. Just an idea.....
