Depends where you live.  I live in the NYC area, and here in CT, I haven't
gotten bothered for a thing.  In NYC, I'm also left alone.  In NJ, I've been
snagged twice for having 150W halogen lights (two actually) mounted behind
the grill of my lincoln.

Go figure.
