fuel pump question

I have an efi fuel pump from a 302 ford (taurus). I am trying to figure
out the proper way to mount it in the fuel tank of an unrelated engine.

Is the whole thing - electrical connections and all - supposed to be
submurged in the tank? Sure looks that way, but the idea bothers me (not
sure why).

The outlet side of the pump also has another (besides the outlet) small
hole that looks like a vent. How is this supposed to work?
