Turbocharger surge speed...

I have been reading about turbocharger surge speed in the book
"Turbochargers" by Hugh MacInnes.  His explanation of this phenomenon
somehow escaped me.  Can someone here come up with a simple explanation of
this?  It sounds like a bad thing, and I'm wondering when and how it would
occur.
