I guess I could have answered the question.  An injector flow bench is
pretty simple.  A fuel pump, pressure regulator, injector under test,
and a calibrated recepticle to measure fluid with.  Also a circuit to
open and close the injetor with a variable duty cycle.  You can make it
as fancy as you want, by adding a flow meter, variable pressure
regulator, variable voltage supply to fuel injector, a scope to view the
waveform at the injector, and a knock sensor to indicates when the
injector actually opens and closes.  You can also add a computer to vary
the on time of the injector and automatically make measurements. 
Finally, you can add a strobe light to view injector spray patterns. 
Simple as that!
