JC whitney has a nice 4 tube setup for balancing Motorcycle carbs.  I 
think they use mercury (included).  Seems it was in the $40 area.  I 
ordered one for a set of Webers which got stolen.  Its still in the 
box in the shop - I hope.

400 horses pump a lot of water.  I used to test wells.  Can't 
remember how deep, but probaly in the vicinity of  100'  and with 
about an 8" orfice to measure flow.  There was a lot of water to get 
rid of.
