Hi Al
Sounds like you are embarking on a interesting project.
You can use the 3.8 buick config but it would be a bit much
for a 2.8. GM also released this setup on the GTP Maclaren Grand
PRIX for the 3.1 which is a bit closer to your setup.
This uses the J car #730 ecm. 

I can send you the cal if you want to burn your own calpak..

Also maybe someone else can help you but the fiero was originally
slated for a turbo. So in the fiero V6 ecm there resides most of
the code for the turbo with a two bar map installation.
It would require quite a bit of software to make it work though.
