Volvo K jet?

this repeatidly it will eventually start up. Sometimes I will sit there for
approx 20 min and drain the battery dead. Once started there is no prob. I
can immediatlely shut it down and it will fire right up.

Your cold start injector or thermal time switch is likely at fault. Easy to
check - pull the CSI from the manifold and crank cold. If it does not
squirt, feed it direct power. If it squirts you have a tts problem, if not
an injector - 90% sure way.
