Actually, you smog to the year of the powertrain *EXCEPT* if you swap an
older powertrain into a newer car you have to meet the smog specs for the
newer chassis you installed it into.
You also have to go to the referee station when the swap is complete.  They
verify compliance and put a sticker on the car that the smog stations use
for spec.  If you just go to get it smogged without the sticker from the
ref station, they will (and properly) try to smog  it to the factory
emissions sticker under the hood.
(My father owned a smog station until they required a chassis dyno... at
3.00 profit from each inspection it didn't justify the $300,000 cost.)
