95 Cavlier VATS signal

Hello all:   A friend of mine just bought a 95 Cavalier 3.1 from a wrecked
car and wants to know what the signal is for the VATS decoder.  He didn't
get the whole vats unit from the wrecked car,  just the main wiring harness
and ecm.  What signal does he need to generate to bypass the VATS.  Since
it's a 95 ecm I can't bypass the VATS flag because it's  an EEPROM setup.
PS I know if I borrow a VATS decoder we could wire in the correct resistor
into the VATS setup.   Any help?
