I see this idea going down the well worn path to the
solution looking for an answer.  If lag is the problem,
lets address it directly, using the things we already have.
Gasoline, air, and heat can make you turbo spin wildly at
low RMPS, given they are tuned to act like an afterburner
through the turbine.  Leave the electric motors to the
hybrid electric cars.
