Hello Bruce from the other side of the Atlantic, Spain.

About your question, It is not a rule that all the EPROMS are programmed at
12.5v. This is normal in modern EPOMS but each manufacturer have his own
method.

Try in www.hitex.com to link the manaufacturer and read about the best way
to program each eprom.
