Do you have an idle switch available (eg from idle control system)?
You could readjust the pot to give you 4.65 at full throttle, then
switch in a resistor between wiper and ground, at idle, to bring
the voltage down to .45 . You would also need a diode in series with
the resistor to isolate the idle switch voltage from the pot wiper
when not in idle.
