Wan't to know the best way?  Just replace the tank! :+)  Is this the Cougar
that's based on the 65 ish mustang? Lot's of repro parts are made for the
early Mustang. 

Think of it this way, $ 100 to $ 150 and your worries are over  or clean out
the rust, battle the cloged filters for months AND having the tank start to
rust again when you get some water in the tank!  

Modern automotive tanks are made of galvanized steel inside and out,  lots of
older tanks are plain painted steel.

Btw change the in tank filter also,  Ford parts sells  5/16 and 3/8 slip on
filter " socks".
