It's binary     0000  would be all off for diagnostics (in one group),  and
be represented by a 0 entry.  1111 would be all enabled and an entry of F.
8+4+2+1 =15 in dec. or F in Hex.   And just as examples 0011 would be an
entry of 3,  1010 would be 10 or A in hex..

Does that better explain it?.
