I second that.
Also, how complete was the swap? For instance, was the EGR, VSS, P/N,
switch and Charcoal Cannister hooked up properly? I know that a lot of
swappers just ground the P/N switch to fool the ECM into thinking it
is always in park or neutral, thereby disabling speed sensitive
functions and diagnostics. If they didn't hook all of this up properly
and COMPLETELY, you are going to get VERY wacky operation.....at least
not what you expect.
Finally, check to see if either the A/C request pin or the power
steering switch leads are hooked up properly....or otherwise grounded.
In either case, that will raise your idle speed over what is normally
commanded.
I've done quite a few swaps like this, and frankly, it may be a little
more work up front to get everything operational, but in the long run,
it makes things a lot easier. BTW...yes, I would hook up the
SES....just get an LED and hook one side of it up to a fused power
lead (ign), with a .25A fast blow fuse and tie the other side into the
proper pin on the ECM....easy as hell to do, and is very useful (easy
for you to do diagnostics as well).

Sounds like an Idle Air Control "IAC" solinoid/motor might have gone bad.
