I don't know anything about the EGR related issue, but I had a (kludgey)
idea that might do for the cross counts:

Take one injector signal, buffer it, feed it into an RC lowpass with
RC = ~ 0.050 sec. This is a lame attempt to get a voltage corresponding
to injector PW. Take the voltage off the capacitor, and feed it into
a comparator. The other input to the comparator is a reference voltage,
what the PW "should be" at that time. Whatever pot you use for the MAP,
make it a double, and use the second one as a voltage divider to make
this ref. voltage. Then take the output of the comparator, divide it
down to a 0-1V range, buffer it, and put it into another RC lowpass
with RC ~ 0.050 sec. The voltage off that capacitor is your "fake" O2
sensor signal. (Watch all the various polarities of course.)

Some Toyota ECUs even have a signal output that indicates what the
computer is trying to do to the mixture, i.e. richen or weaken it.
Now *that* would make life *too* easy, eh?
