LM3914 based LED Throttle pot tester/setter

The LM3914 EGOR led indicator  can be easily adpated to be a good tool
for setting  and testing throttle pots. Using info from the LM3914
makers data sheet I have built one with a a double pole change over
switch to allow a high range for checking the operation of the Pot as
the LED bar chart gives a better visual  indication of a changing output
than a DMM as  and a low range (250 - 500 mv) for setting up.
