Emulators Again

What does one of these ICE machines go for?  There is a guy in the UK who 
sells an emulator that does tell you where the ECU is reading from and 
he's asking $1450 USD.  Sound about right?

Are there any plans for one of these things kicking around?  What would 
it be like to build one?
