Yes,  I have retarded some stock toyota cams as much as 12 degrees to
move the torque band up a few hundred rpm in a stock circle track
class.....and 4 yrs later this guy still holds the track record...fuel
curve on the stock carburetor was heavily modified to make it work
though....
