VSS, decell and learn control

While looking at the integrator #'s during deceleration, they went way
lean (expected) but then they affected the BL#'s both started back up
once I was cruising again...since I am running without a VSS can anyone
confirm or not whether the ECM shuts off the learn control during
deceleration? like it does at WOT by the way this is the 747 of
course... thanks Jason
