High idle after start

Alright another 747 question.. Background is, I got the mininum  idle,
BL of 129 and IAC of 9 or 10,  When I initally start the thing the rpm
goes to over 1500 for 15 to 20 seconds then settles back to idle... I
assume that this has to do with the cranking fuel table, but going 20%
on the values one way or the other don't seem to make any difference...
Any other ideas... Thanks
