Hi Stuart,

According to the Tech 1 owners manual.

            10 k ohms -- Data List, Trouble Codes, Snapshot
Short circuit  0 ohms -- Field Service
           3.9 k ohms -- ECM Backup
         Open circuit -- Normal Driving (TECH 1 disconnected)
