Seems to be a matter of choice on Ford's part.  The 4.6L is up to 240hp (at 
least in some truck models) and the 5.4L is now at 260hp in 2-valve trim 
and 300hp in 4-valve (reportedly, in the Navigator only).

In any case, peak power ratings don't mean a whole lot.  For example, my 
Durango 5.2L, which has a 230 hp, 300 lb-ft rating is a frustrating dog 
until the tach hits 3000 rpms.  You have to drive the thing like you're mad 
at it to get any semblence of performance out of it.  My Expedition 5.4L 
230 hp 325 lb-ft has a seemless, torquey feel and will stay with the 
Durango (my wife and I did a couple of stop-light drags the other night) 
even though it weighs 600-700 lbs more  (equivilent overall drive ratios). 

Now if Ford would just firm up the shifts under high load, I would have 
nothing to complain about...  Well, they'd have to firm up the 
variable-assist steering at low speeds, as well, and then I'd really, 
definitely have nothing to complain about.  Maybe.
