I'll give it a go.  Earlier on this list (you can check the archives) water 
injection was a pretty hot topic.  I suggest that you inject water into a 
high velocity air stream so that turbulence will mix up the water droplets.  
Assuming that your only injecting water after reaching a certain boost 
pressure, the throttle body area (venturi) should have the highest air stream 
velocity.
