Solution to non-functioning panel gauges.

My understanding of the CCD is that the data is sent out by all of the
different computers and read by the pcm which in tern sends them back
out for the other devices to read.  Don't ask me why I always thought it
was a waste.  But in that case if you '96 pcm doesn't send the data out
your not going to get it working easily.  The way I have seen some R/E
work arounds is to split off the inputs to the '97 and let it run the
bus like normal but not run the controls.
