Again, it depends on the product. When you purchase it, as
others suggested, you should stick your ohmmeter leads into
a dab of it to see its conductivity. The way I design
things is to always bolt, crew or clamp the device to the
heat sink, therefore the heat sink is part of the circuit.

better/worse heat and better/worse electrical properties
based on its make-up.
