Reference Guide).

I don't think so!

Could you possibly mean dielectric?  If so, the answer yes, no, maybe,
sometimes, always, and never;  but, not necessarily in that order.  There
are both conductive and non-conductive (dielectric) varieties of heat sink
compounds.
