Ford ECU connector?

Yep..
That is called the J3 connector or Service port.
It gives you direct access to the address/data bus.

They have links to EECSUCKA, a device you plug to the J3 port that reads 
the scrambled internal ford rom, and a J3 adapter.  All pinouts etc are there.
