Injector flow rate vs. PSI?

No.

They are tested at the manufacturers specs., and there is no standard.  Some
are rated at 39-41-43 PSI, and the TBIs vary from about 13-15.
Also, some are not very linear.
Some get erratic at short operating pulses, and some nose over in fuel flow
at higher pressures, ie 80 (port) is where some start having troubles.
Peak + Hold injectors, can operate at shorter pulses, "usually".
