Radio Shack has a bunch of mini engineering booklets, one is for Op-Amps,
and in there is a couple circuits for comparators. While no EE, I can say,
a regulated power source, a comparator (LM339 (?)), and a 4066 will do
exactly as you want, very cheaply, and reliably.
