The simple solution is to use two voltage comparators, one for the idle and
the other for WOT. I'm thinking that the more difficult switch to emulate
will be the idle swich, as these usually transition a few degrees from the
closed throttle stop. WOT switches IME open quite some time before reaching
the other end of throttle travel. Most comparators have an open-collector
output, which can easily be buffered to drive a relay if that is what you
need, or provide a logic level output ...
