Only a coil-per-plug system will give you "one air gap" per spark event.
For each spark event:
Distributor system has a spark gap at the distributor and one at the plug.
Traditional DIS has a spark gap at both plugs of any one coil pack.
And yes, it's true that a DIS system will fire one plug if the other plug
is open circuit - because of the capacitive path to ground thru' the coil
pack and other plug lead.
