Read this thread a little late.  For a "fail safe" cut-off system, use a
double block and bleed, required for large nat. gas systems.  Two solenoid
valves connected to either side of a tee to close and a normally open
connected to the leg side of the tee.  If either in-line solenoid leaks, the
open valve provides a lower pressure relief, properly vented to a catch or
to atmosphere.
Although intended for motorized valve applications, the principle is the
same.  I would argue that the additional valves would constitute a greater
chance of failure, just due to the parts count.  Quality solenoids just
don't fail, in their intended applications and environment, that often.
