Oops, these voltages are in reference to VGnd (J7),
add 4V when referencing to Gnd (J12).

I made some more progress, R31, R35, & R32, U2 pins
4 & 11, and pins 1, 2, & 3, measure 2V pin 1 to VGnd
(J7). R24 & U2 pins 5, 6, & 7, measure 0.45V pin7 to
VGnd. U2 pins 8, 9, & 10, when I stuffed C10, rather
than clip the leads, I shorted them together, measured
2V on pin 8 to VGnd, then cut the leads. U2 pins 12,
13 & 14, pin 14 is "saturated" as high as it can go,
I measured about 2.8V to VGnd. This now gives us
confidence in U2 working as it should, 'cept maybe pin
14. You may want to swap U2 & U4, and remeasure 0.45V
on U4 pin 14 to VGnd for confidence that op-amp is
working.
