Timing and Fuel curve also critical on high compression boosted engine.

Definitly 5 psi...maybe more depends on motor we are talking about. Some
motors have weak piston ring lands, head gaskets, valves.....etc..
Also, on the topic of water

Mix it 50/50 with methonal or use windshield washer fluid
