To just read the voltage so you could look up AFR in a table, you could
use any digital voltmeter with a 10v setting. To use this particular
meter you would connect a 990K resistor from the WBO2 output to the
meter input and a 10K resistor from the meter input to ground. This
forms a voltage divider giving a 19.99v full scale
An unanswered question is the power source for the meter. Many of the
cheap panel meters like this require a power supply isolated from the
measured voltage so you would have to use a separate battery rather than
the vehicle power.
