Hmm, sadly that might be necessary. How would you handle the entrance of
newcomers? Maybe a blanket agreement they had to 'sign' via email before
they joined? Just posting something at the door doesn't seem to have
worked too well.

Yes, the weeding out would always be imperfect, but at least you would
have everyone on record as claiming to mutually agree on some basic
things. Just how hard is all that to set up, list management wise?
