Anybody can purchase a copy through the SAE web site. Most SAE
papers since 1990 are available for download so there's no postal
delay. Cost is under US$10 for most papers IIRC. Before you
download though, a number of papers appear in conference
proceedings, and those proceedings may have other interesting papers
as well. It might be better value to buy the proceesings, which can
take a few days to get to you by snail.
Once you know the SAE paper number, you can search the site on that
and see if it produces a reference to an "SP-something" which is a
book of papers - usually conference proceedings. Search on that code
and you get the cross-reference to (some of) the papers in the
proceedings.
I've done this on a number of occasions over the past 2 years.
Sometimes the paper works out cheaper by itself. SAE membership is
definitely a good idea if you have more than a passing interest.
