It should be pretty easy to do this with a normal relay and a 555 timer for 
the delay circuit.  Set it up as a monostable and hook the resulting output 
up to a transistor that sinks current from the relay trigger to ground.

Do a google search for "555 timer" and you'll get lots of applications that 
include what you need.
