These model aero motors are incredibly high ouput/high speed, also expensive
but...
He was trying to use the old turbocharger as a suction unit, and managed 15in
Water/0.5psi, but the turbos were designed to blow, so should be more effective
at that.

How about trying an old turbocharger and one of these motors as an air source
for your flowbench? If its not enough you could always rig a burner unit or some
hose onto a car exhaust to power up the exhaust side of the turbo, and use the
wastegate to control/limit the 'boost' to 25 inches of water.
