I forgot to address the second idea, but again, it will not work without
load. I mean think about it, with the wheels in the air, how much throttle
does it take to get your engine to redline and how much air are you flowing
to make that insignificant amount of power?
You would need a load bearing dyno to do either of what you mention, if your
going that far.

Actually,
There's a simple solution for powering a turbo for a
flowbench:
Use a motor that's already turbo charged, but bypass
the compressor section so that the motor runs NA, but
the exhaust still drives the turbine.
Then, use the output of the compressor section to run
the flowbench. (You may need some long hose!)
Control the flow rate by the throttle on the engine.
Advantages:
1) Plenty of power to run the turbo.
2) Power source is both mobile and quiet.
3) Real world flow rates.
Too wacky?
Then how about using the motor itself as a suction
device, no turbo required?
Connect the motor's intake to the exit side of the
flowbench, leave the input side open to atmosphere.
Control the airflow with the throttle.
All you need is a long hose and some instrumentation
to measure pressure and airflow.
Damn, I like this idea.
Jack up the rear wheels, and use the cruise control to
regulate the airflow.
So whadayathink folks?
