If you could get pulses from the input and output shafts, or
maybe engine and wheel, it could be done electronically.
An LM239 (quad comarator) and HC123 (dual one shot)
chip could be tuned up to detect the ratio of the 2 inputs,
with 4 outputs to cover 5 gears.
